The city is only

HavocTown City and Palm City are the two towns for street chaos. Beyond them, three hunting worlds offer monster encounters, leveling and discovery. Use the minimap to find monster camps and open doorways. Head inside for a closer, first-person fight.

Form a party with friends, pick a ready mission and travel to its staging point. Work through six stages together, from the approach to the escape. You can also tackle jobs solo; enemy numbers and strength scale with your crew.
